For items that are meant to be long-term. These items will not be auto-closed by the triage bot

Automatically assigned label for items that have been inactive for 30 days after receiving the `lifecycle::stale` label. Rotten items will be automatically closed after 30 days of inactivity.

Automatically assigned label for items that have been inactive for too long. Stale items will be marked as `lifecycle::rotten` after 30 days of inactivity.

Issue should be discussed in the next dev/ops meeting

Issue requires documentation before being closed
