Fix weights when stitching datasets and other random things

Mei-Li Holmberg requested to merge meholmbe/nmssm:fix_weights_when_stitching_datasets into master

Some random changes to be able to compare the number of events between "normal" and HT binned samples, and pylint update.

Main changes:

  • code can now stitch samples together with the correct weight
  • added optional gen-level HT cuts
  • added a pylintrc file and CI only checks for errors now
