Remove main.sh from the hepwl builder image (BMK-145)

This simplifies the build of the builder image, which does not need a rebuild whenever main.sh changes. However this patch still uses docker runs to two nested builder images, the second of which then runs the WL image. The manual run_build scripts still need to be tested/adapted.

Tested in my CI. Four WLs passed the test, the others are still building.
