Silence warnings during run of IGWN PE workload

This MR sets an environment variable in the IGWN PE Dockerfile.append that should silence the many XLAL Error - IMRPhenomX_Initialize_MSA_System and similar warnings that are spurious and fill up log files during benchmark execution.
