Fix zero sampling_time; tweak IGWN result parsing

This MR should fix the problem that was causing divide-by-zero errors in calculating the IGWN PE figure-of-merit, as well as changing the result parsing to look at only one of the output files (though it still needs to be run from within the IGWN PE docker image).
