Changed the title to mention "[madgraph2021 v0.7, MR 649]"

This merges into master the changes for mg2021 and infrastructure in !649 (merged) (where madgraph2021 v0.7 was built)

@giordano can you please review and merge?

The changes are documented in !649 (merged)

This will probably be the last MR on the "old" madgraph 2021. I am now working on a newer version.

This MR includes also many changes in the common part, as we discussed.
