[madgraph2022 build v0.7] additional fixes for raplab and daint

New patches during the hackathon at raplab and daint

  • upstream fix in throughputX.sh to bypass perf when not allowed to use it (raplab)
  • include updated reflog

Upgrade to v0.7, this is a reasonable production release improving v0.6 on a few points
