prmon build made to work on CCentOS7 and 8

Andrea Sciaba requested to merge tmp_fix_prmon_on_cc7 into qa-build-hello-world-ma

I modified Dockerfile.header to install different packages depending on the native version of gcc to make prmon building both on CC7 and EL8. Tested with the hello world WL (EL8) and with the ALICE WL (CC7) that the prmon build/install works fine.
