lhcb-sim-run3 v0.1

This is a MR for the initial version v0.1 of the new lhcb-sim-run3 workload. Thanks to @gcorti and @clemenci for their hel in setting this up.

I created this from my own fork in https://gitlab.cern.ch/valassi/hep-workloads/-/merge_requests

It also includes a minor fix for BMK-1140 (openMR should not be executed in forks)
