Changed to a version of devtoolset that is fully build for ARM

Andrea Sciaba requested to merge sciaba_prmon_arm into qa-build-hello-world-ma

As devtoolset-11 is missing some required packages for ARM, the prmon build failed. The fix uses the previous version which is complete.
