Removed condition on nh=0

Removed condition to discard an event in case the number of hard collisions is equal to 0 in order to enable processing of files coming from some specific heavy-ion generators, where even for heavy-ion beam we can have nh=0 (e.g. Epos-LHC or Jewel).
