Do not store empty flows

Andrii Verbytskyi requested to merge do_not_store_empty_flows into master
  • Do not store empty vectors with flows in attributes in ReaderAsciiHepMC2.
  • Removed duplicate line in ReaderAsciiHepMC2.cc.
  • Search for random_satates attribute stored as a vector in WriterAsciiHepMC2.
  • Added a credit to Changelog for this MR and for !118 (merged)
