Implemented eta/rap limits and added a test

Should resolve https://gitlab.cern.ch/hepmc/HepMC3/-/issues/33

It would really be useful to make sure these definitions are in sync with what rivet does. @abuckley , could you, please, have a look? Especially the test cases.
