Improved set of web developments

Added a script which will generate a more modern style html page. This script is called make_html_page.py. It makes use of the configuration provided in web_config.py. The html template and style file live in the www directory. The webpage also makes use of pdg_format.py which is used to provide values and uncertainties rounded using the PDG convention.

Please note that I modified some of the ResultList files to include an InspireID (this is now not needed as will be looked up using the Inspire API). I also modified a few of the AverageResultSet files to include a Label for the parameters. This will be required in future for each parameter in an Average Result Set (by default it will use the parameter name)
