[DQM] streamline logic for n_cells and n_CM_cells

MR Description

Resubmitting due to compilation error mentioned in previous MR, !201 (merged).

This MR streamlines logic for n_cells and n_CM_cells.

MR Validation

Fixed warning about unused variable.

Tested with CMSSW_16_0_0_pre1, no compilation error spotted.

To be confirmed with the tests during the RDH hackathon.
