Start a NANO area for the DPG with a RunInfo producer summarizing electronics

Pedro Vieira De Castro Ferreira Da Silva requested to merge dev/nano_runinfo into master

Propose to start creating a NANO area with tools need.

In addition I created a producer to summarize briefly the electronics readout in a run such that the NANO is self-describing for calibration purposes. The table looks something like the following
