apply has been deprecated since 2.3+.

The forward compatible syntax from 2.6 plus is:

    except SomeException as err

rather than

    except SomeException, err

This required delaying the finding of Python and Boost until the call to gaudi_project(...),
to let the base ATLAS project set everything up for finding these things correctly.

At the same time updated the default ATLAS project name to AthenaExternals. Since that
has been our offline software's external project for some time now.

Fix `gaudi_add_compile_test` such that it also allows to add tests
that require a successful compilation.

This is needed to be able to use (for instance) constant references to these
constants in user code in C++14 mode. In C++17 mode the explicit declaration
is not needed anymore. But it also doesn't hurt the compilation.
