add compare function for make2DPlot, fix submission file and some bug fix

  1. fix the submission template for Trees2ws Signal Datacard and toy generation
  2. improve the config file loading method for RunSignalScripts.py
  3. fix a small bug in trees2ws.py and drop LHEScale and LHEPdf as incompation temporary
  4. add draw comparison function for make2DPlot
