hbsm batch on both lxbatch and at3

This branch implements

python/hbsm_run_local.py
python/hbsm_submit.py

that allow to run VLQAnalysis locally and on both batch systems (lxbatch and at3). For now I've tested it only with the hbsm samples and with ttbar. There are minor improvements that I will implement, but I'd like to merge if that's ok with you @lvalery @mcasolin @orlando
