Add mpi3mr driver support

- stop deploying for 8 & 9 Stream
- add mpi3mr driver support

We added the driver only to maintain consistency with the previous approach. In reality, the supported driver is set as a parameter (supported_hba_drivers) in cerncollectd-contrib: https://its.cern.ch/jira/browse/CRM-5009
