Add support for HP34401A Multimeter

Adds a new icicle api file for the HP34401A Multimeter. It also removes the relative imports from the instrument and visa_instrument classes in favor of setting the python path to include the icicle directory. This change makes it easier to use the library from any directory as is needed for the Ph2_ACF_GUI being developed at OSU.
