Ufo ghost neutrals hartman

Nicole Michelle Hartman requested to merge atlas-flavor-tagging-tools/training-dataset-dumper:UFO_Ghost_neutrals-hartman into UFO_Ghost_neutrals

Modify the config file to move functions into ComponentAccumulators so we can just use the dump-single-btag script and dump flows directly.

Still need to sort out the duplication issue, but this edit exactly reproduces what's on Ivan's branch, it's only a code cleanup.
