Introduce libjalien packages

Volodymyr Yurchenko requested to merge vyurchen/jalien-root:libjalien-exodus into master

Classes, that are not directly related to ALICE's TGrid implementation, were moved to the separate packages. One is responsible for handling websocket connections; the other package contains authentication aspects like credentials and CA's managing.
