[Simulation] EMEC simulation AF3 in G4 

Add Sim.FastCalo.doEMECFCS flag and remove AbsEta and Ekin flags. They can be set via
--postExec 'sim:cfg.getPublicTool(FastSimulationMasterTool).FastSimulations[FastCaloSim].EkinMax=9999;cfg.getPublicTool(FastSimulationMasterTool).FastSimulations[FastCaloSim].EkinMin=99;'
