upgrade eosxd-csi to v1.4.0 and cvmfs-csi to v.2.4.0

Add latest versions of eosxd-csi and cvmfs-csi to cern-magnum. This includes options to provide podSecurityContexts, Docker image security upgrades and updates to use the latest version of Go for both plugins.

Currently awaiting latest release of both csi driver plugins (hence failing ci), which is blocked by issues with gitlab ci .deploy_helm. Creating as a placeholder as this should be ideally be included in thursdays release.
