Add landb-sync and central monitoring capabilities

Add landb-sync to the CERN umbrella chart. Because this chart has a dependency on the cert api manager it is left with default enable false.

Add prometheus-cern to the CERN umbrella chart. Because this chart has a dependency on the prometheus-operator chart it is left with default enable false.
