add Manila storage class for 'Meyrin CephFS B' share type

This MR adds Manila storage class for 'Meyrin CephFS B' share type. It's backed by Pam ceph cluster -- the only one that has snapshotting enabled at the moment.

FYI "Meyrin CephFS B" is still private. I've confirmed with the Ceph team that we're good to go to making it publicly available (but with a "beta quality" notice). I'm waiting for Jose to make the share type public.

by now there should be 3 cephfs storage endpoints for the different zones. Are you planing to add this in the future?

also, what is the difference between meyrin-cephfs and meyrin-cephfs-b

Is meyrin-cephfs being discontinued?

If i remember currectly, the idea was to migrate the deployment of CEPHfs clusters to be split in availability zones. Or at least, something close to it. Jose did a talk about this...
