Upgrade to Harbor v2.4.1 solves a bug with DB conn factory.
Fix jobservices log not showing in portal
Add registry-standalone to enable services to interact with registry even if LB is down.
Allow the usage of unprotected (http) communication for the connections using registry-standalone.cern.ch
