Set oidc to auto-onboard user

Diogo Filipe Tomas Guerra requested to merge update-oidc-defaults into staging

Fix error where oidc configuration job was looping because of error in script. Set oidc to auto-onboard user when loging in for the first time and set default oidc name to cern_up.
