Use a specific arch tag for busybox

Brice Copy requested to merge bcopy/kops-replication:bcopy-master-patch-25439 into master
  • for some reason docker.io/busybox:1.35 results in a missing tag in registry.cern.ch but instead 13 different hashes and no "1.35" tag
  • replacing the reference with the current latest, arch specific to see if the problem goes away.
