build: bump velero-plugin-for-aws image to 1.9.2

Issues with velero being unable to communicate to s3 over https were related to the velero helm chart using an outdated image for the velero-plugin-for-aws plugin. Detailed in this issue.

Tested using this image and following the guidance in issue for configuring the velero BackupStorageLocation and have been able to back up over https succesfully.
