make containerd tarball installation arch aware

Right now we put the tarball as a cluster template definition.

This means clusters masters and nodes share the same file, which means they cannot be of different archs.

Change this so that the installation takes the arch into account and we allow masters in x86_64 and nodes in aarch64.
