[cern] Add missing cvmfs envs to swarm master

Ricardo Rocha requested to merge 5252-fixswarmcvmfs into cern-pike

After the Pike upgrade we missed the CVMFS_* env variables in the swarm driver (v2). Add the missing CVMFS_ENABLED and CVMFS_TAG.
