[cern] Set reclaimPolicy to Retain on default SCs

Ricardo Rocha requested to merge 8535retainscs into cern-queens

Our internal SCs (meyrin-cephfs, geneva-cephfs-testing) should have Retain as their reclaim policy. Default in kubernetes is Delete, so we need to explicitly set it.
