This patch adapts spec file to build python2 only subpackage
when built in el7 systems or python3 only subpackage when built
in fedora or el>7.

There is a new Project Testing Interface documentation [1] that
requires projects to use sphinx-build to build their documentation,
instead of the previously used python setup.py build_sphinx. Some
projects have started adapting to this new documentation, including
magnumclient [2].

Use autosetup -S git to create fake git repo in order to avoid error
when building docs:

fatal: Not a git repository (or any of the parent directories): .git

Also, use "python setup.py build_sphinx" for doc generation as
upstream uses it.
