Use new AMS interface for StaR accounting

APEL Storage Account moved from STOMP interface to AMS REST API and this allows us to drop several dependencies including apel-ssm which is no longer necessary. DPM can now publish storage accounting without installing packages from UMD or directly for apel repository LCGDM-2901.
