Adding better sl7 support to dpm-listspaces

I've made some small changes to make calls against systemctl rather than chkconfig and service for SL7/CentOS7 and CentOS8 systems as this was preventing the bdii reporting some details correctly.

This needs to be working correctly for sites in the UK who want to disable SRM on CentOS7 and report the bdii settings correctly for alternate protocol access. (needed for some centralised services such as DIRAC).
