Add Ne, Kr, Xe in ParticleTable for Run3/Upgrade Heavy-ion genertaion

Ne, Kr, Xe are missing in current ParticleTable, causing crashes in BeamGasGeneration(Sim10) with these specific gas target.

These particles are needed in order to submit MC production in expected-2024 SMOG2 for trigger rate testing before real data-taking.

This MR is targeting to Upgrade, while MR!132 is to support Run2 Sim10.
