update particle properties to PDG 2018

This provides an update of particle properties using PDG 2018 edition. It should be propagated to all data types with tags being based on (with what I believe is the correct branch in each case):

  • dddb-20180726 for 2010 (dt-2010)
  • dddb-20180726-1 for 2011 (dt-2011)
  • dddb-20180726-2 for 2012 and 2013 (dt-2012)
  • dddb-20180726-3 for 2015, 2016, 2017 and 2018 (dt-2017)

I did not create merge requests against individual branches, I believe that it can be cherry-picked without any issues.
