VELO open conditions

upgrade/mmulder-velo_open into upgrade/velo-open

A "simple" change of conditions which allows simulation of the detector with the VELO in "open" position (+- 29 mm for both sides).

It would be useful to release a separate dddb-tag with these conditions for requesting some MC for testing the VELO closing procedure. Would that be difficult to do?
