Update RICH1 MDCS parameters

Updates the MDCS parameters using a mix of 2016 and 2017 scan results.

For UP, primarily uses the same 2016 parameters as used last year, with a couple HPDs updated to 2017 parameters (for these the resolutions looked clearly better with the new parameters).

For DOWN, 2017 parameters are primarily used, with a few reverted back to 2016 (as again for these things looked a little better with those).

Start time for the new parameters is noon, 25/7/2017.
