Momentum scale calibration for 2018 data /dd/Conditions/LHCb/Calibration/MomentumScale.xml

Add momentum scaling ( by @needham ) for 2018 data :

  • one file for runs before the technical stop 2018-06-14
  • another file for runs after the technical stop

It needs to be included into global 2018 tag
