Added per sensor threshold settings to VP/Calibration in VPDigitisationParam.xml

To allow the simulation of variable thresholds for adaption to radiation damage and simulation of VP threshold scans.

The code change to use these thresholds is lhcb/Boole!331 (merged) The conditions have no effect on old code so are backwards compatible.
