This updates the new parameters for the second metal effects in the 2 sensors and the changes to the interstrip coupling and charge diffusion, the radiation damage is matched to 2012 data.

I also made a JIRA (https://its.cern.ch/jira/browse/LHCBCNDB-669) although that method is now out of date.
