Increase the simulated HV to 250V for the VP sensors

The inner edges of the sensors in Sim10aU1 show dead areas due to irradiation at the default 105V depletion and a simulated integrated luminosity of 5fb^-1. Raising the threshold to 250V means the detector is simulated as fully operational in these conditions.
