Add Block 1 VELO hit efficiencies

Add real hit efficiency ratios for the VELO as determined for 2024 block1. The corrections can be used for all 2024 blocks (including pp-ref and PbPb) as a first version, but the other blocks will be updated as soon as the relevant data is processed.

For the moment 2025 will be kept at the perfect/100% efficient, hit efficiency conditions

Regions are split between: Covered properly by the method, where the ratio of data/MC is used (This MC has no corrections for the hit efficiencies). For all other regions the average of the ASIC is used.
