Update VELO motion system position for 2017 magnet up conditions.

Could you please make a global tag for 2017 once the merge request is accepted and propagate this change also to the COOL DB. In CoolDB should be applied on top of the latest 2016 SIMCOND global tag, i.e. sim-20170721-2-vc-mu100

This is for magnet UP.
