Store RICH PMT pixel properties.

Bartosz Piotr Malecki requested to merge upgrade/bmalecki/Rich-PMTArray-ChannelProperties into upgrade/master

Create a condition structure to store pixel-level properties for each PMT (e.g. gain, threshold, SIN probability). The values used are based on the MaPMT measurements done @ 900V. Also some global RICH PMT parameters are provided (readout time-related info and charge sharing / cross-talk probabilities).

Also needs DDDB!36 (merged) to make the conditions accessible.
