Added conditions for VP HV, chips and channels, also for simulation of deadtime

This adds conditions to VP sensors and modules, to allow DeVeloSensor to read the current HV setting (per sensor), the dead channels (if any) and dead chips (if any). Also the conditions for the deadtime simulation.
