Key 55e850b0 (preliminary HLT1 tuning on expected-2024 min bias)

Adding key generated by the HLT1 job running over expected 2024 min bias as run and provided by @tevans.

Locally it seems to allow me to re-enable some lines with hlt1_filter_codes which beforehand would've crashed the Moore job.
